With this law I won't drive in CA, period. Not because I'm one of those reckless fools who texts while driving or otherwise fiddles with the phone, but because occasionally when using navigation (which, hey, if I'm nowhere near home, I'm using), I need to take a quick look at the screen to supplement the audio. And there is no place in a car where I can legally mount a phone and see it well enough to do that. (To say nothing of what might be available in rental cars.) I don't think I could even reach it if mounted on the windshield.
If I can't take a quick peek while sitting at a red light, I can't reasonably drive in an unfamiliar city. And my phone will always be more up to date than a dedicated GPS, so I'm really not interested in spending money and effort maintaining a separate device for the purpose.
I agree there's a big problem with using electronics while driving, but in attempting to solve it they criminalized reasonable behavior. The words "while in motion" would have made a real difference here.
I don't have much occasion to go to CA, fortunately, but this is a disincentive.
